I was discovering the new in my Windows 8.1 on Nokia Lumia 1320 device. I was surprised to see that Cortana "Microsoft Windows Phone 8.1 personal assistant" is disabled in my country.
For users that dont know what is Cortana, it is looks like Siri in Apple devices.
To enable it, do these steps in this order:
1- Disable Location services. settings --> Location services --> disable
2- Change language, region and keyboard to be English United States. You can access all of these settings in one place. From Settings --> Language . Make sure that all of these settings are based on English United States
3- Restart the phone "As required"
4- Enable Location Services as described in point #1.
4- Open phone and search for "Cortana Settings" and enable it.

The beginning:
After hard yesterday, I started the process of upgrading to Windows Phone 8.1 on my Nokia Lumia 1320. It was such a long story with these gears running on my screen.I updated it and I was discovering the new features such as WIFI Sense, background images, notification when I Faced the most silly bug !!!! no Internet Connection
The problem:
Yes, you can not enable Data Connection or the WIFI !!!!!
It opened my lap and found many thread online talking about that issue. Almost every developer faced the same problem after upgrading to WP 8.1.
The (Proposed) solutions:
People said different workarounds to this problem. I will list all of them:
1- Try to delete all VPNs in your phone
2- Try to Enable Data Roaming
3- Try to Restart the phone
4- Last bad one ( which I used) is the hard reset !!!
